By reading the subsequent articles on that website, it sounds like this stems from Louisiana's law of tidal waters and free flowing rivers belonging to private landowners and corporations, not the state. Looks like landowners around Catahoula want to be reimbursed for the oil and gas royalties the state "took", and likely their own private duck blinds.
Good thing SC's navigable waters are public waterways.
Ive thought a lot about the talk of the Santee Cooper sale, maybe it would be for the best from a habitat and management standpoint???

After further research on the topic, it seems that the the issue is lands around the high water mark. Not necessarily the lake bed itself. I guess the oil people have gotten their panties in a wad possibly. I may be dead wrong, but I don't ever see Catahoula being off limits to the public. If such should have happen, it would be twice as bad for public officials, compared to the VC Summer fiasco.

Say Progress bought SC. Take just Sparkleberry's 18ish,000 acres. A gift of that acreage to The Nature Conservancy or The Department of Interior (who really wants it), offsets one hell of a lot of tax burden...
