A BILL
TO AMEND SECTION 59-53-630 OF THE 1976 CODE, RELATING TO THE POWERS AND FUNDING FOR DENMARK TECHNICAL COLLEGE, TO PROVIDE THAT THE GOVERNING BODY FOR DENMARK TECHNICAL COLLEGE IS THE STATE BOARD FOR TECHNICAL AND COMPREHENSIVE EDUCATION, AND TO REQUIRE THE STATE BOARD FOR TECHNICAL AND COMPREHENSIVE EDUCATION TO COMMISSION A STUDY INTO THE MOST EFFECTIVE, EFFICIENT DELIVERY OF TECHNICAL COLLEGE EDUCATION OPPORTUNITIES IN CERTAIN COUNTIES; AND TO REPEAL SECTIONS 59-53-610, 59-53-620, AND 59-53-640.
Amend Title To Conform
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. Article 8, Chapter 53, Title 59 of the 1976 Code is amended by adding:
"Section 59-53-600. (A) Notwithstanding any provision of law to the contrary, during the time period beginning May 1, 2017, and ending November 1, 2018, all powers, duties, and obligations vested in the Denmark Technical College Area Commission, as provided in this article, are devolved upon and become the powers, duties, and obligations of the State Board for Technical and Comprehensive Education. The state board shall consult with and receive input from the Denmark Technical College Area Commission. On November 1, 2018, all powers, duties, and obligations vested in the State Board pursuant to this section shall revert back to the Denmark Technical College Area Commission.
(B) During the eighteen month period beginning on May 1, 2017, the state board shall provide quarterly status reports to the Chairman of the Senate Finance Committee and the Chairman of the House Ways and Means Committee concerning its activities in relation to Denmark Technical College, its operations, financial standing, recruitment and retention of students, actions taken to stabilize the college, and any other matters the state board deems relevant.
(C) In addition to other activities undertaken by the state board pursuant to this section, the state board shall study the most effective, efficient delivery of technical college educational opportunities to Allendale, Bamberg, and Barnwell Counties. The committee shall seek the input of stakeholders in the service area, including stakeholders from local government, school districts, and area businesses and economic development organizations. The committee shall report its findings and recommendations not later than February 1, 2018. The report shall be submitted to the state board, the Chairman of the Senate Finance Committee, the Chairman of the House Ways and Means Committee, and the Governor."
SECTION 2. Section 59-53-600 is repealed November 1, 2018.
SECTION 3. This act takes effect upon approval of the Governor.
The article says,
"To boost enrollment, the agency worked with local groups to develop "Panther Promise," which offers up to two years tuition-free to students graduating in the coming weeks from tri-county area schools with at least a 2.0 GPA. How many will do so — and therefore the cost — is unknown."

If there is no industry nearby to enroll the graduates in (which by the sound of it a degree from there is sort of worthless due to the antiquated equipment and infrastructure), why keep the school open? It is a much larger problem than lack of enrollment. Plus the article said there are only 450 seniors in the trip-county area.
Where do you even begin to fix a problem like this?

Industry is not liking to settle into the rural counties. Management does not want to live in an area of poor health care, poor education, minimal entertainment and basically a poor quality of life.
SC has more colleges and ted shoals than necessary. Losing higher ed schools is a death nail to a region that is already suffering from rural flight by young people.

I mean that has to be cheaper than paying for some kid to go to school.
An as far as I'm concerned if get a whole lot more out of it if done my way.

I think it's more about extending three dying counties a last ditch effort to hang on. Probably throwing good money at bad, though. The demographic trends will hard, if not impossible, to reverse.
