Quality of the mechanics, the precision to which the lenses are ground, the coatings, and even the consistency of the housing/tube. Most non-Euro scope manufacturers source their lenses from Light Optical Works (LOW). From budget to extremely high end scopes such as the NF, they make the glass. The scope manufacturer will apply their own coatings and mechanics. In the Euro brands, Meopta and Carl Ziess manufacture a large portion of the glass for the rest, Docter does the rest. Tube diameter doesn't help in light gathering. Objective diameter does though. However a low end scope with a huge objective isn't going to be nearly as clear or bright as a premium scope with a smaller objective and better glass coatings
You usually get what you pay for in the optics realm. The issue is where does the price start to yield diminishing returns for you. I like my NF scopes, but my Trijicon is better in low light and my Khales is better still.
I'll try to dig up the old article I had on this stuff. Had it in my favorites about 3 computers and jobs ago.

Yeah, but do you consider a dog to be a filthy animal? I wouldn't go so far as to call a dog filthy but they're definitely dirty. But, a dog's got personality. Personality goes a long way.
