    A BILL

    TO AMEND SECTION 50-5-1710, AS AMENDED, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO SIZE LIMITS FOR CERTAIN FISH THAT MAY BE LAWFULLY TAKEN, POSSESSED, LANDED, SOLD, OR PURCHASED, SO AS TO INCREASE THE SIZE LIMIT FOR FLOUNDER THAT MAY BE LAWFULLY TAKEN, POSSESSED, LANDED, SOLD, OR PURCHASED.

    Be it enacted by the General Assembly of the State of South Carolina:

    SECTION 1. Section 50-5-1710(B)(2) of the 1976 Code, as last amended by Act 7 of 2013, is further amended to read:

    "(2) flounder (Paralichthys) of less than fourteen fifteen inches total length;"

    SECTION 2. This act takes effect July 1, 2017.

    They should up the size to minimum 17" with a 5 fish limit

    I need leymans terms please. Wth does 2 fourteen fifteen mean???? How many can I keep an what size?

    I assume that's supposed to read "less than fifteen inches"? What's the genesis of this? DNR study?

    I have not talked to DNR.

    When we upped the size from 12 to 14 we were told it would allow the flounder to reproduce. We were also told not many males will reach 14 inches at maturity.

    A fifteen inch fish would be a female every time. So much for reproduction.

    If you want some good entertainment, go sit in on this committee mtg when this bill is being discussed. It's awe inspiring watching the fate of our state's magnificent natural resources being debated by adults whose knowledge of marine biology does not extend past the Captain D's lunch menu.

    The legislative process allows for all you "marine biologists" to dazzle us with your opinion at the subcommittee level. Input by DNR, conservation groups, CCA, the HOA, and you are welcome to speak. Ag is a fairly loose committee.

    None of it matters unless you handle the commercial guys ... But of course, you won't. Because they have a huge national and international lobby. Rec fisherman piss in the wind and always will.

    I really wish they would lower the limit for those that don't limit themselves. I think lowering the limit to even 10 fish would make a huge difference. Is there anything we can do to make this happen?

    Gigging is a big part of the problem...

    No way to accurately gauge the length of a fish...

    My normal go to flounder spots over the past few years have gone quiet...

    I've been fishing the IOP/SI area for over 35 years so I have some pretty good personal data to go on...

    Now trout fishing has been incredible over the past few years with these warm winters we've been having...

    Can't remember catching as many fish over 20" than I have this year since thanksgiving...

    Is this "lack" of flounder being based on the fact some of you can't catch them on a rod and reel?

    I agree the numbers appear to be lower and that is from going gigging and seeing the fish for the past 15 years. We used to go and would be the only boat on the water for years. Now it seems EVERY low tide at night there will be 5-10 boats in any given area. I blame accessibility, technology, gps.....
    I agree you cannot "measure" the fish in the water but if you have been doing it for awhile you know the size of the fish you are after. I hardly went last summer. Discouraged by the traffic.
    I also agree with the notion that the commercial fishery needs to be examined very closely. They are certainly catching a majority of the fish these days. Our coastline and oceans simply cant support providing "fresh" fish to the entire country.

    SECTION 1. Section 50-5-1710(B)(2) of the 1976 Code, as last amended by Act 7 of 2013, is further amended to read:

    The reader does not delete the stricken words from the copy and paste.

    This bill increases the requirement of legal length from 14 to 15 inches.
