Default The problem with two black ducks...

...the federal limit on mottled ducks remains at one and most people can't tell them apart in-hand much less on the wing.

questions. are black ducks fairly common on the SC coast?

does SC have to follow guideline, or can it remain at 1?

SC can do what it wants as long as it stays with in the Fed limits (guidelines).

So SC can be more strict and do one black or mottled as it usually has been and that would probably be the best idea.

Sevwral years ago the Feds made it legal to shoot 2 Hooded Mergansers. SC never adopted that limit and it remained at 1

Last time I was at Bear Island East, the fellas in charge told us to only shoot one "Brown" duck each to simplify the ticket writing issue....

I'd venture to say that those incapable of distinguishing between the two, realistically are of no significant threat to either.
Be proactive about improving public waterfowl habitat in South Carolina. It's not going to happen by itself, and our help is needed. We have the potential to winter thousands of waterfowl on public grounds if we fight for it.

They could limit it to one east of 95 as they have in the past, however, one is plenty...

So, the dumbasses in MD are raising the Blackie limit to 2 but dropping the sprig limit to one?
