    I think the difference here is that Trump is fulfilling both of your statements above.

    He is not creating new exec orders, he is rescinding previously signed orders.

    On the Federal hiring freeze, he IS the CEO of the executive branch of government. It is his prerogative, as with other Presidents, to manage it as he sees fit.

    False, IMO. Based on the links posted above as well as other news stories I have seen, He is utilizing his own new executive orders to eliminate previous executive orders. If I am wrong/not correctly understanding this then forget what I am saying. I understand the hiring freeze and it is a different situation.

    To me these executive orders are for show. I understand that obviously he has just taken office and wants to show the US/world that he isn't going to play around about this stuff which is refreshing. I just don't think all the time in the world can cure the problem of his that will be congress (on both sides of the isle). Could those who oppose lose their seats because of their opposition to Trump? Possibly, I am sure a few will. Will it be a full paradigm shift in the federal government, I doubt it. I hope I am wrong and everything I have just stated comes to fruition but I am a pessimist and don't think like that.

    in practice, yes he does have to issue a new Exec Order. He cant just write a memo stating exec order #15867 is rescinded. He would have to issue a new executive order #1679765 (or whatever number they are at) and undo whatever #15867 did.

    I do not question the authority of a President issuing executive orders where appropriate. I have a HUGE issue as to what is appropriate, just as I have a HUGE issue with congress subcontracting their responsibility to the Alphabet departments.
