Interstates are a combo of state and matching federal dollars. They cannot be privatized. No new tolls unless the road is new.

Tkohn, I do not know how old you are. Do you think you could manage a business on 1988 income?

Skrawberry, which questions? There are three simultaneous threads on roads.
Either write things worth reading, or do things worth writing.

This is insanity. You know that, right? If the government has gone so far as to condemn (steal) the property and deemed the project a matter of overwhelming public interest, why in the world would environmental concerns beyond normal SWPPP ever see the light of day?

I'll tell you, every person who goes about their day working on items of this nature should be eliminated. Anyone at any layer of the project who would in any way add bureaucracy or delay to the project should be eliminated. The SWPPP inspector should be a private consultant hired by the contractor and he should have no authority to delay the project for any reason. The recourse for dealing with a delinquent contractor is fines. No other corrective measure is necessary.
