1989 Johnson 20hp

Alright so occasionally, about every third time I start the motor, when I give it gas I get a sound like its hitting the limiter. Don't know why but after I throw it in reverse and rev the motor it quits the rev limit sound in forward. I'm terrible at describing this, I'll try to get a video tomorrow if it happens to do it. Y'all let me know what info you need to help locate this problem. Thanks

I don't even know where to start with this one... Cleaned the carbs lately? Maybe something is sticking.

Thermostat?

I'm just grasping as straws here. That's normal maintenance type stuff so might be time.
