it's paint....i wondered the same thing....how is there excess paint like that?....but there was no record of wreck from dealer when i purchased 7 years ago.....it's just one of those 'fuck it' kind of things so i put the bumper guards back on

yeah it def paint. This is actually more common than most would think. I know quite a few people this has happened to.
